Terms of use

TERMS OF USE Last updated: October 30, 2026

1. Who we are. This grant drafting tool (the "Tool") is owned and operated by Doxa Holdings, LLC ("Doxa", "we"). Doxa is an affiliate of Rhythm Engineering ("Rhythm"), a company that sells traffic signal technology to public agencies. Rhythm may respond to any procurement that results from an application you prepare with the Tool.

2. Free, on equal terms. The Tool is free for every public agency and for the consultants who work for them. Everyone gets the same features and the same terms. There is no paid tier, and nothing in the Tool depends on whether you are, were or will be a Rhythm customer. Using the Tool creates no obligation to buy anything from Rhythm or anyone else.

3. You are the author. The Tool produces draft text, letter templates, checklists and calculations only when you ask, using the information you enter. You decide what to keep, change or delete. Your agency writes, owns, signs and submits its application. Your agency staff must be the application's contacts and signers. Doxa and Rhythm never submit applications, act as a contact or sign anything for you.

4. You own your outputs. Everything you enter and everything the Tool generates for you belongs to you and your agency. You may use, edit, copy and share it without paying us or crediting us, except as described in section 5. You give Doxa only the limited permission needed to store, process and display your content so the Tool can work for you.

5. Disclosure footer. Exported documents carry a short footer disclosing Doxa ownership and the Rhythm affiliation. We ask that you keep it on documents you submit, so reviewers have full information.

6. You must review and verify everything. Drafts may contain errors, omissions or outdated program rules. Before you use any output, check every fact, number, citation, deadline and eligibility statement against the official program notice, your own records and the program administrator. Placeholders such as [AGENCY TO PROVIDE] mark facts only you can supply. Benefit-cost results are calculations from your inputs and published parameters; they are only as good as those inputs.

7. Vendor-neutral by design. The Tool describes technology by category and outcome. It does not name products, brands or manufacturers, and it does not write specifications, bid documents, solicitations or engineer's estimates. If you add product names or procurement language yourself, you are responsible for meeting your procurement rules, including 2 CFR 200 and any state or local requirements.

8. Nothing goes to Rhythm. Doxa never shares your name, contact details, agency, usage or project information with Rhythm Engineering, for sales, marketing or any other purpose. There is no setting or consent that changes this. Doxa staff and Rhythm staff do not write, edit or review individual applications, letters or calculations created in the Tool, and they do not advise individual agencies on their applications through the Tool. Doxa technical staff may access stored data only to keep the Tool running, secure and lawful, as described in the Privacy Summary.

9. Not legal or engineering advice. The Tool provides general information and drafting help. It is not legal, procurement, financial or engineering advice. No professional engineer has sealed, signed, checked or approved any output, and nothing the Tool produces is a PE seal or certification. Consult your own attorney, engineer or other qualified professional where needed.

10. No fees tied to awards. Doxa and Rhythm charge nothing for the Tool and receive no fee, commission, rebate or other compensation tied to any application, award or purchase. We do not pay grant writers or consultants to work on your application, and no discount or service from Rhythm depends on whether you use the Tool or win an award.

11. Your agency's rules. Some agencies have gift, ethics or procurement rules about free services from companies that sell to them. Check your agency's rules before using the Tool and follow any acceptance or disclosure process they require.

12. Acceptable use. Do not upload crash reports or other records that contain names, addresses, license numbers or other personal information about members of the public; use summarized counts instead. Do not upload information you are not allowed to share, use the Tool unlawfully, or try to disrupt or misuse it.

13. No warranty. The Tool and all outputs are provided "as is" and "as available", without warranties of any kind, express or implied, including accuracy, completeness, fitness for a particular purpose, or that any application will be funded.

14. Limitation of liability. To the extent the law that applies to your agency allows, Doxa is not liable for any indirect, incidental or consequential loss arising from use of the Tool or its outputs, including a denied application, lost funding or a procurement challenge, and Doxa's total liability for any claim about the Tool is limited to one hundred U.S. dollars, because the Tool is free. Nothing in these terms requires your agency to indemnify Doxa or anyone else, to pay Doxa anything, or to give up any immunity or protection your agency has under law.

15. Changes and ending use. We may update the Tool or these terms. We will change the "Last updated" date above and, for any material change, tell signed-in users before it takes effect. You may stop using the Tool at any time. You can delete any project, or your account with all its projects, at any time from My projects, as described in the Privacy Summary. We may suspend accounts that violate these terms.

16. Governing law and contact. These terms are governed by the laws of the state in which your agency is located, and any dispute will be resolved in the courts of that state. Questions: grants@doxaengineering.com.
